SLOUGH ALLOTMENT FEDERATION CONSTITUTION/RULES
- The name of the Federation shall be ‘Slough Allotment Federation’.
- The OBJECTS of the Federation shall be:-
a. To promote the creation of allotments in the Borough of Slough and work to ensure that existing sites are permanently maintained as allotments.
b. To secure representation with Slough Borough Council and any other relevant body and where appropriate support the Council to ensure the smooth running of the allotment service.
c. To campaign for improvements at sites.
d. To encourage proper cultivation of all plots within the Borough of Slough.
e. To encourage horticultural education, the formation of site associations and promote community events at sites.
f. To do all things necessary or expedient for the welfare of Slough Borough Council Allotment Tenants generally.
a. All Slough Borough Council allotment tenants are automatically members of the Federation.
- THE COMMITTEE
a. Each allotment site will have Site Representatives that attend committee meetings. The number of Site Representatives per site will be dependent on the number of plots at that site. 0-25 plots: up to 2 representatives, 26-100 up to 4 representatives, more than 100 plots up to 5 representatives.
b. The method of election of Site Representatives will vary. Where sites have an operational local Group, Society or Committee, Site Representatives will be nominated or elected by that body in accordance with their local rules. Where a site does not have a local group structure the Federation Secretary will request nominations via gate signage. If nominations exceed the maximum number of permitted representatives the Federation Secretary will organise an election of delegates.
c. Sub Committees may be appointed to deal with any emergency or special business.
a. At least 14 days notice shall be given for Committee meetings which shall be held at least quarterly.
b. A General meeting will be held annually and will be open to all Slough Borough Council allotment tenants. Notice of the Annual General meeting must be posted on site gates and on the Slough Allotment Federation website with not less than 30 days’ notice.
c. Extraordinary or Special General Meeting shall be held on the requisition in writing to the Secretary of at least 3 members providing that not less than 30 days’ notice is given.
a. The Officers of the Federation shall consist of a President*, a Chairman, a Vice Chairman, a Treasurer, a Secretary, a Communications Officer. They shall be elected from the members, retire annually and be eligible for re-election at the Annual General Meeting. All members are eligible to stand as officers.
b. All Slough Borough Council tenants are eligible to vote at the Annual General Meeting. 1 vote per tenant regardless on the number of plots they are a tenant of.
c. The Federation at its Committee Meetings may fill casual vacancies.
*The Mayor of Slough Borough Council holds the office of President of the Federation for the year in which he/she holds office .
a. Business shall not be conducted at any meeting unless at least one third of the appointed Site Representatives are present.
a. The Treasurer shall present at the Annual General Meeting an updated Balance Sheet for accounts to the previous year end 31st December.
a. These rules shall not be amended except at an Annual General Meeting or Special General Meeting called for that purpose and then only by a majority of those members present
- MATTERS NOT PROVIDED FOR
a. Any matters not provided for in these Rules shall be dealt with by the Federation in its discretion.
b. The decision of the Federation shall be final and binding on all interpretations of these Rules.
c. These Rules were submitted to and approved by a General Meeting of the Federation.
